North Eastern Council- A Statutory Institution:
Its role and relevance today’

Abstract:
The North Eastern Council was created on the special initiative of Prime Minister Indira Gandhi, in 1972. This was to be an organisation for integrated development of the North East, particularly of its infrastructure and economy. There is a dualism to the extent that, NEC is a Central institution working on Central and State List subjects, under an Act of Parliament. Its has an unique role, but seems to have been relegated to a secondary position at present. Could the institution of the Inter-State Councils under Article 263 of the Constitution, sufficed to perform the functions of NEC?

Speaker: 
Mr. Gautam Sen is a retired Indian Defence Accounts Service officer and has served in different appointments under Govt. of India.  Mr. Sen has been a student of Economics and International Relations and has contributed articles on developmental issues of the North East, and on India’
s external relations with SAARC countries.
